The Pre Work Meeting was opened by Roy Candra Primarsa, Acting Head of the Bureau of Planning, Information, and Finance (BPIK). The activity then continued with the delivery of remarks by Zainal Arifin, Acting Chairman of BAPETEN. Zainal stated that 2026 is a critical period to strengthen nuclear regulatory oversight through impactful supervision, readiness to face nuclear power plant development, institutional strengthening, innovation that continues to prioritize safety, and sustainable oversight of all nuclear facilities. All these efforts aim to ensure public safety and to support national development in a safe and reliable manner.
The participants of the Pre–Work Meeting were divided into several thematic groups to focus discussions in accordance with strategic issues and the scope of nuclear regulatory oversight duties. The thematic groupings covered the areas of health, energy, environment, science and technology, as well as institutional affairs. Heads of work units were assigned to each thematic group to strengthen the depth of substantive discussions, ensure program alignment, and produce more comprehensive and well-directed recommendations as input for the BAPETEN Work Meeting in 2026.
The activity concluded with a discussion that produced several concrete outcomes serving as the foundation for the implementation of the Work Meeting. Three main outcomes were agreed upon, including the establishment of realistic and measurable performance targets for 2026, the designation of clear persons in charge for each priority program, and the strengthening of cross-unit coordination that is operational and implementation-oriented. In addition, the forum also agreed on an action plan to strengthen the national regulatory oversight system, including a commitment to prepare the National Safety and Security Report for 2025 as well as the Five-Year National Safety and Security Report, as part of efforts to enhance transparency and accountability in nuclear regulatory oversight in Indonesia under the authority of BAPETEN.
