Coordination Meeting for the Preparation of BAPETEN Draft Regulations on Criteria and Requirements to Obtain Income Tax Facilities for Investment in Certain Business Fields in the Nuclear Energy Sector
Kembali 18 November 2024 | Berita BAPETENThe Directorate of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR) of BAPETEN held a Coordination Meeting for the Preparation of BAPETEN Draft Regulations on Criteria and Requirements to Obtain Income Tax Facilities for Investment in Certain Business Fields in the Nuclear Energy Sector at the BAPETEN Office on Monday, November 18, 2024.
The preparation of these regulations was carried out because the government has identified the importance of providing fiscal incentives for actors in the nuclear energy industry. Therefore, BAPETEN needs to establish regulations that support this policy.
This policy is carried out in line with the increasing need for technology that supports the safety and effectiveness of radiation use. This income tax incentive policy is expected to encourage increased investment, accelerate technology transfer, and support the development of better infrastructure in the nuclear energy sector.
The meeting was attended by representatives from the Coordinating Ministry for Economic Affairs, the Directorate General of Taxes, the Ministry of Finance, the Ministry of Investment and Downstream/Investment Coordinating Board (BKPM), the Fiscal Policy Agency, the Indonesian Medical Device Manufacturers Association (ASPAKI), the Indonesian Medical Device Ecosystem Development Association (HIPELKI), and related work units at BAPETEN, namely the Centre for Regulatory Assessment of Radiation Facilities and Radioactive Materials (P2STPFRZR).
The meeting was opened by the Director of DP2FRZR, Mukhlisin, who said that BAPETEN, as the guardian of KBLI 26601, must play a role in supporting the implementation of tax incentives for investors in the field of irradiation and X-ray equipment. The provision of this relief is expected to increase the attractiveness of investment in the nuclear power sector and strengthen the domestic industry.
"Hopefully, from this meeting, we can agree on the criteria and requirements (investment, workforce, TKDN + Company Benefit Weight (BMP)) that are in accordance with the needs and conditions of the industry, while prioritizing the principles of transparency, fairness, and accountability," he added.
The next agenda item was a presentation on the BAPETEN Draft Regulation on the Criteria for Requirements in Obtaining Income Facilities for Investment in Certain Business Fields in the Nuclear Energy Sector delivered by the Head of the Drafting Team, Asiah Hasanah, followed by a presentation on the Mechanism and Procedures in Submitting an Application to Obtain Tax Allowance Facilities by Irma Rachmiyati from the Directorate of Business Facility Services - BKPM, and the last was a presentation on Policies in the Framework of Obtaining Tax Allowance Facilities by Tengku Puspita Sari from the Directorate of Business Empowerment - BKPM.
In the discussion session, discussions were carried out, among others, regarding the criteria for obtaining income tax facilities, business expansion, Domestic Component Level (TKDN) requirements, the process of submitting tax allowances, and the mechanism for income tax facilities. Then, in the closing of the meeting, Mukhlisin said that this meeting was one of the fulfillments of the stages of drafting legislation, namely the aspect of meaningful participation. Legislation at the agency regulation level is expected to be regulated in more detail so that there is no multi-perception so that later the regulations can be implemented properly.
