Explanation of BAPETEN and BATAN at the DPR RI Commission VII Hearing Meeting on Radioactive Exposure in Batan Indah Housing

The Chairman of BAPETEN Jazi Eko Istiyanto and The Chairman of BATAN Anhar Riza Antariksawan attended the Commission VII Hearing Meeting (RDP) of the House of Representatives on Thursday (20/2), at the Nusantara House of Representatives of the Republic of Indonesia in Senayan Jakarta, to provide an explanation related to the findings of high radioactive exposure in Batan Indah Housing, Serpong Tangerang.

Jazi was present along with Deputy Chairman for Licensing and Inspection Khoirul Huda, Deputy Chairman for Nuclear Safety Assessment Yus Rusdian Akhmad, Deputy Chairman for Administration Hendriyanto Hadi Tjahyono and several related officials. Meanwhile, the House of Representatives Commission VII was fully attended by representatives from seven fractions and was led by The Chairperson of Commission VII Sugeng Suparwoto.

Sugeng Suparwoto conveyed "discovery of the high radioactive has become a hot issue lately and is a concern for us together, therefore Commission VII of the Indonesian House of Representatives wants to ask for an explanation from BATAN and BAPETEN, the chronology of the radiation exposure discovery and where the origin of the radiation material in the Batan Indah housing complex, "he said.

Jazi said that the initial discovery of high radiation exposure in Serpong housing was when BAPETEN staff tested the function of environmental radioactivity monitoring equipment (MONA) with target areas including Pamulang, Puspiptek Department Housing, Emerging Regions and ITI Campuses, Batan Indah Housing, and Serpong Railway Station on 30-31 January 2020. In general, the value of environmental radiation exposure in the monitoring area showed a normal value (background exposure), but during monitoring in the Batan Indah Housing complex, the value of radiation exposure was increased in the area of vacant land beside volleyball court.

BAPETEN has coordinated by informing the results of radiation exposure to the head of RT and also with BATAN. The results of the analysis in the laboratory and also the results of measurements of exposure rates, the radioactive material is Cs-137 which is not produced in Indonesia.

Then a joint team of BAPETEN and BATAN was formed to decontaminate / clean up and search for sources that are suspected to be the cause of the increased exposure rate. That is the chronological picture presented by Jazi during the RDP.

The Chairman of BATAN Anhar explained that the radiation exposure that was widely discussed in the media did not originate from nuclear reactors in Puspiptek Serpong, nor did it originate from the storage of radioactive waste in BATAN. It is not yet known where Cs-137 came from and the police are currently investigating it.

During the RDP, many questions from members of the Commission VII "scattered" the Chairman of BAPETEN and the Chairman of BATAN, but they were able to answer the questions well.

The RDP has made several decisions, including: Commission VII urges the Chairman of BAPETEN to speed up the investigation of sources of radioactive waste exposure in the Batan Indah housing complex. Commission VII urges the Chairman of BAPETEN and the Chairman of BATAN to speed up the decontamination / clean up process and WBC and ensure the safety of the community and the environment. Commission VII urges the Chairman of BAPETEN to increase the supervision of nuclear power in Indonesia and its impact, both licensed and non-licensed periodically and systemically.

Regarding the use of radiation detection equipment, Commission VII asks the Chairman of BAPETEN to require each industry that holds a nuclear utilization permit to have a radiation detection device and develops a monitoring system that uses information technology that is directly connected to BAPETEN.

As a follow-up to this RDP, Commission VII asks the Chairman of BAPETEN to submit written data on agencies (industry, hospitals, research institutions) holding nuclear power permits, types of radioactive materials used, suppliers of radioactive material origin and distribution of radioactive waste throughout Indonesia.
