BAPETEN Strengthens Human Resources and Regulatory Institutions in Preparation for the Nuclear Power Plant Era in Indonesia

BAPETEN emphasized the importance of strengthening human resources (HR) and regulatory institutions in preparation for the planned development of Nuclear Power Plants in Indonesia. This statement was conveyed during a Focus Group Discussion (FGD) titled “Accelerating the Readiness of Human Resources and Institutions in Preparation for the Development of the First Nuclear Power Plant.” The event was organized by National Research and Innovation Agency (BRIN) on Tuesday, March 10, 2026, at BJ Habibie Building, Jakarta.

The event brought together several key stakeholders involved in the development of the national nuclear program, including BRIN, BAPETEN, Ministry of Energy and Mineral Resources, Ministry of State Apparatus Utilization and Bureaucratic Reform, and PT PLN (Persero).

On this occasion, the Acting Chairman of BAPETEN, Zainal Arifin, attended as one of the panelists and delivered a presentation on the readiness of regulatory human resources to support the development and operation of Nuclear Power Plants in Indonesia. In his presentation, he emphasized that the preparedness of the regulatory body is a crucial factor in ensuring that the national nuclear program is developed safely, securely, and sustainably. Therefore, BAPETEN continues to strengthen the capacity of its regulatory personnel through competency-based workforce planning, gradual recruitment, and the development of technical expertise aligned with international best practices.

These capacity-building efforts are carried out through various training and competency development programs, both domestically and through international cooperation. These initiatives adopt the Systematic Approach to Training (SAT) and competency frameworks recommended by the International Atomic Energy Agency. In addition, BAPETEN also promotes stronger technical support through the utilization of a Technical Support Organization (TSO) and collaboration with various related institutions to ensure comprehensive regulatory preparedness at every stage of the nuclear power program, ranging from site evaluation and construction to operation and decommissioning.

Through this FGD, it is expected that stronger synergy will be established among stakeholders in preparing robust human resources and institutional capacity to support the development of nuclear energy in Indonesia. BAPETEN also reaffirmed that in every utilization of nuclear energy, safety remains the top priority, in line with internationally recognized nuclear safety principles. [DPIBN/Wiryono/BHKK/GP]
