Development of Nuclear Energy Regulatory Agency Regulation Number 5 of 2024 on Radioactive Material Safety

The Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR), held an online development activity on regulations in the field of radiation facilities and radioactive materials with stakeholders on Thursday, March 20, 2025.

This activity is a crucial step following the issuance of the regulations. The purpose of this activity is to disseminate the published nuclear energy regulations regarding radiation facilities and radioactive materials so that they can be better understood and followed by stakeholders, ultimately ensuring safety and security in the use of nuclear energy. The regulation being disseminated on this occasion was the Nuclear Energy Regulatory Agency Regulation (BAPETEN Regulation) Number 5 of 2024 on Radioactive Materials Safety.

The event began with a report on the preparation for the activity, by the Lead of the Development Activity Team, I Made Ardana. The report stated that this activity was organized by inviting 275 agencies representing various institutions, including users in the industrial, health, and research sectors; relevant ministries/agencies; professional associations; and academics. The training was conducted online and attended by 88 participants.

The event was officially opened by the Deputy Chairman for Nuclear Safety Assessment, Haendra Subekti. Haendra stated that this training activity demonstrates the ongoing commitment of BAPETEN and the heads of licensed businesses and has been carried out since the regulation was revised, during the licensing process, and during inspections. Training can also be provided through consultations with BAPETEN or through training.

The training then continued with a presentation on "Policy Directions for Security Aspects in the Utilization of Nuclear Energy" by the Director of DP2FRZR, Mukhlisin. In his presentation, Mukhlisin explained BAPETEN's vision, mission, and policy direction for 2025-2029, supporting the President and Vice President's vision for the 2025-2029 period, "Together with Indonesia Progressing Towards a Golden Indonesia 2045. "BAPETEN's supervisory collaboration in the health, research, and industrial sectors has been established with various ministries/institutions to continue providing the best service to all stakeholders. At the end of his presentation, Mukhlisin stated that, in order to develop an integrity zone, the DP2FRZR is currently working towards a corruption-free zone (WBK).

The next presentation was delivered by Nanang Triagung Edi Hermawan on "BAPETEN Regulation Number 5 of 2024 concerning Radioactive Materials Safety." In his presentation, Nanang explained the background to the revision of regulations concerning radioactive source safety, the new regulatory concept, regulatory content, key points, and strengthening of regulations outlined in BAPETEN Regulation No. 5 of 2024.

The event concluded with a discussion session, with participants enthusiastically asking questions, responding to, and providing input on BAPETEN policies and BAPETEN Regulation No. 5 of 2024. Generally, participants requested clarification regarding certification of radioactive material safety officers, provisions for refresher training and training institutions, competency standards, and the format and content of radioactive material safety program documents. Additionally, input was provided regarding the importance of reporting radioactive source incidents/accidents to the International Atomic Energy Agency (IAEA) as a learning tool, or lessons learned from cases of loss of control over radioactive material oversight.

With the issuance of BAPETEN Regulation No. 5 of 2024, it is expected that it will be implemented in the practice of utilizing radioactive material. Radioactive materials safety is not only the responsibility of regulators but also the government, industry, and users, and they are encouraged to continue their commitment to improving safety culture and regulatory compliance.
