PT Samudra Oceaneering's Regulatory Consultation Regarding BAPETEN Regulations on the Transportation of Radioactive Materials

The Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR), received a regulatory consultation request from PT Samudra Oceaneering regarding BAPETEN Regulations on the transportation of radioactive materials, which correlate with the Minister of Transportation's Regulation, on Monday, April 14, 2025. The consultation was attended by the Director of DP2FRZR and staff, representatives from PT Samudra Oceaneering, and representatives from the Directorate of Licensing of Radiation Facilities and Radioactive Materials (DPFRZR).

The consultation was opened by Mukhlisin, Director of DP2FRZR, who stated that BAPETEN welcomes the request for regulatory consultation regarding transportation, namely Government Regulation No. 58 of 2015 on Radiation Safety and Security in the Transportation of Radioactive Materials and BAPETEN Regulation No. 7 of 2020 on Safety Provisions and Procedures for the Transportation of Radioactive Materials, which is correlated with Minister of Transportation Regulation No. 77 of 2021 on Human Resource Competence for the Transportation of Dangerous Goods on Roads. This will ensure the regulations can be effectively implemented in the field.

Next, Nika Agustin, a Radiation Protection Officer from PT Samudra Oceaneering, conveyed the purpose of the request: to align perceptions regarding the implementation of government regulations and BAPETEN regulations with Minister of Transportation Regulation No. 77 of 2021. PT Samudra Oceaneering is a company engaged in nondestructive testing using Ir-192 and Se-75.

The main topics of this audience covered the implementation of Government Regulation No. 58 of 2015 and Minister of Transportation Regulation No. 77 of 2021. Both regulations serve as a crucial basis for ensuring that transportation companies have adequate safety capacity and procedures, both technically and personnel-wise.

During the consultation meeting, Aris Sanyoto, the Lead of the Radiation Protection and Environmental Safety Function Group DP2FRZR, explained that BAPETEN regulates requirements for the transportation of radioactive materials using a tiered approach. Radioactive materials with high potential hazards, such as those used in irradiators and radiotherapy, must be transported exclusively, while radioactive materials used in Industrial Radiography Non-Destructive Testing (NDT) activities do not require exclusive transport. Furthermore, BAPETEN Regulation No. 4 of 2024 regulates the duties and competencies of a Radiation Protection Officer (Petugas Proteksi Radiasi or PPR), specifically ensuring the implementation of radiation protection and safety in the transportation and delivery of radioactive materials. This explanation demonstrates that the transportation of radioactive materials for industrial radiography nondestructive testing requires competent personnel tasked with ensuring radiation safety for workers, the public, and the environment.

During the discussion, BAPETEN emphasized the implementation of radiation safety in transportation that PT Samudera Oceaneering must comply with, including the importance of ensuring the competency of transport personnel in accordance with the standards set by the Ministry of Transportation. PT Samudera Oceaneering expressed their commitment to complying with statutory provisions but stated that further clarification is needed from the Ministry of Transportation regarding the technical aspects of training and certification of human resources for transporting dangerous goods.
