The House of Representatives Commission XII Hearing Discusses Nuclear Power Plant Development in Indonesia

The meeting was also attended by the National Research and Innovation Agency (BRIN), PT Industri Nuklir Indonesia (INUKI) Persero, and the Indonesian Nuclear Society Association (HIMNI) at the House of Representatives Building in Senayan on Wednesday, April 30, 2025.
The RDP, led by the Chairman of the House of Representatives Commission XII, Bambang Patijaya, discussed plans for the development of nuclear power plants (NPPs) in Indonesia, including aspects of policy, regulation, and supervision of their construction and operation.
During the meeting, each institution outlined its plans and roles in supporting the development of national nuclear power plants. Acting Chairman of BAPETEN, Sugeng Sumbarjo, delivered a presentation titled "Supervision of Nuclear Power Plants in Indonesia," which highlighted the oversight of nuclear safety, security, and safeguards.
The acting chairman of BAPETEN explained that BAPETEN's oversight of nuclear power plants (NPPs) is conducted through three main pillars: regulations, licensing, and inspections. He also outlined the development of nuclear power plant technology from Generation I to IV, the status of nuclear power plant construction globally, the currently revised nuclear power plant licensing scheme, and nuclear emergency preparedness and response in Indonesia.
Regarding the licensing scheme, the Acting Chairman of BAPETEN emphasized that nuclear power plant development requires a rigorous process, from site approval and construction permits to commissioning, operations, and decommissioning. The government is also continuing to strengthen the oversight infrastructure, including the legal framework, strengthen inspector human resources, and establish a Technical Support Organization (TSO).
Representing BAPETEN at this hearing, the Acting Chairman of BAPETEN was accompanied by the Deputy Chairman for Licensing and Inspection, Zainal Arifin; the Deputy Chairman for Nuclear Safety Assessment, Haendra Subekti; and Echelon II officials, namely the Acting Head of the Bureau of Planning, Information, and Finance (BPIK) Esturini Fitriyanti; the Head of the Bureau of Legal Affairs, Cooperation, and Public Communication (BHKK) Ishak; the Director of Licensing of Nuclear Installation and Material (DPIBN) Wiryono; the Acting Director of Inspection Nuclear Installation and Materials (DI2BN) Rizal Palapa; the Director of Regulation of Nuclear Installation and Material Supervision (DP2IBN) Nur Syamsi Syam; and the representative from the Centre for the Regulatory Assessment of Nuclear Installation and Materials (P2STPIBN) Petit Wiringgalih.
The results of this hearing included, among other things, Commission XII of the Indonesian House of Representatives urging the government to expedite the ratification of the Presidential Decree on the establishment of the Nuclear Energy Program Implementing Organization (NEPIO) in the form of a Task Force for the Acceleration of the Development and Operation of Nuclear Power Plants (NPP or PLTN) in Indonesia, in line with the target of achieving the energy transition in Indonesia.
Commission XII of the DPR RI urged the government to restore the National Nuclear Energy Agency (BATAN) as the Nuclear Energy Implementing Agency, as mandated by Law Number 10 of 1997 on nuclear energy, in order to strengthen the institutional structure for the implementation of the National Nuclear Program and become a partner of Commission XII of the Indonesian House of Representatives.
