BAPETEN Holds Meeting and Coordinates on the Management of Naturally Occurring Radioactive Materials with Perminas
Kembali 07 April 2026 | Berita BAPETEN | 27 lihatBAPETEN, through its Directorate of Licensing for Nuclear Installations and Materials (DPIBN), held a coordination meeting with Perusahaan Mineral Nasional (Perminas) on the management and utilization of Naturally Occurring Radioactive Materials (NORM). The meeting was held on April 7, 2026, at Building A of BAPETEN.
The meeting was opened by Acting Chairman of BAPETEN, Zainal Arifin, who emphasized the importance of regulatory oversight in the utilization of radioactive materials in Indonesia. BAPETEN plays a key role as the regulatory authority in ensuring safety, security, and safeguards, as well as compliance with licensing requirements in the use of nuclear energy. In his presentation, he highlighted that NORM, which contain uranium and thorium, hold strategic potential but also require strict management. Given that radiation cannot be directly perceived by humans, robust regulatory oversight is essential to protect the public, workers, and the environment.
President Director of Perminas, Gilarsi W. Setijono, stated that the institution was established on November 11, 2025, as a national platform for the management of critical minerals and radioactive materials. Perminas is expected to serve as an integrated entity that manages the output of critical mineral mining while ensuring the implementation of safety protocols, including in the handling of radioactive elements that may be present.
In the discussion, Perminas outlined its plans for the development of NORM utilization, including preliminary studies on the separation of uranium and thorium, as well as plans to establish a pilot plant. In addition, Perminas presented its plans to collaborate with various stakeholders, both domestically and internationally, in advancing technologies related to the utilization of these resources.
Director of DPIBN, Wiryono, also delivered a presentation emphasizing that all activities involving radioactive materials must comply with applicable laws and regulations, including licensing requirements for storage, transport, processing, and radiation safety oversight. Business actors are required to meet both administrative and technical requirements, including the availability of competent personnel, radiation monitoring equipment, and the necessary safety documentation.
BAPETEN also explained the licensing mechanism through a risk based approach integrated with the Online Single Submission (OSS) system before proceeding to BAPETEN’s licensing system (Balis). Several types of activities, such as the storage, transport, and processing of radioactive materials, require different types of licenses depending on the nature of the activities.
Through this meeting, both parties agreed to continue strengthening coordination to ensure that the utilization of Naturally Occurring Radioactive Materials (NORM) in Indonesia is carried out in accordance with the principles of safety, security, and regulatory compliance. BAPETEN expects that synergy between the regulator and stakeholders will support the responsible management of strategic mineral resources and contribute to national development.
