BAPETEN Oversees Radiation Safety at KJSU Facilities in DIY and Other Regions

The Nuclear Energy Regulatory Agency (BAPETEN) continued to strengthen its oversight of radiation safety, aimed at protecting the public, workers, and the environment, from August 4 to 9, 2025. The inspections were led personally by BAPETEN’s Deputy Chairman for Licensing and Inspection, Zainal Arifin, at five Ministry of Health facilities specializing in cancer, heart, stroke, and uronephrology (Kanker, Jantung, Stroke, dan Uronefrologi or KJSU) services in the Special Region of Yogyakarta (DIY).

The facilities inspected included Sleman Regional General Hospital (RSUD), Wates RSUD, Yogyakarta City RSUD, Panembahan Senopati RSUD, and Gramedika 10 Hospital. These inspections aimed to ensure that all facilities complied with radiation safety regulations regarding licensing, operational procedures, and the protection of patients and radiation workers.

The inspections revealed several instances of non-compliance, including:

  • Absence of the Written Administrative Decision (KTUN) for the Utilization Permit
  • Discrepancies between radiation worker data and KTUN documentation
  • Failure to conduct routine health monitoring for radiation workers
  • Radiation exposure levels exceeding safety limits

BAPETEN will follow up on these findings through guidance measures, demands for immediate corrective action, and re-inspections to ensure full regulatory compliance.

During the same period, the Directorate of Inspection of Radiation Facility and Radioactive Materials (DIFRZR) also deployed two oversight teams to other regions.


1. The Central Sulawesi team, led by BAPETEN Radiation Inspector Lukas Wisnu Wicaksono, conducted inspections in the "3T" areas (underdeveloped, frontier, and outermost regions), specifically Donggala Regency, Sigi Regency, and Palu City. The facilities inspected included Pratama Tambu RSUD, Kabelota Donggala RSUD, Tora Belo RSUD, Woodward Hospital Palu, and Paradise Clinical Laboratory. The inspection focused on licensing compliance, radiation source security, and the implementation of safety procedures.


2. The West Java team, led by Sumedi, who coordinates inspections for research and industrial facilities at BAPETEN, looked at how radioactive waste is managed at companies that have shut down, like PT Asia Pacific Fiber, and also checked the waste disposal process at PT Polychem Indonesia. The team also inspected facilities at PT Gunung Rajapaksi Tbk, PT Bukit Muria Jaya, PT Graha Bumi Hijau, and PT Supreme Paper Solution, specifically regarding radiation safety and ZRA security aspects.

BAPETEN’s Deputy Chairman for Licensing and Inspection emphasized that this oversight is a continuous effort to ensure that all uses of ionizing radiation and radioactive materials in Indonesia comply with international standards.

“Radiation safety is the top priority. We want to ensure that every facility, whether in the healthcare or industrial sector, prioritizes the protection of workers, the public, and the environment. A safety culture must be an integral part of daily operations,” said Zainal.

BAPETEN expects that through routine inspections, compliance levels will continue to rise, radiation risks will be minimized, and a safety culture will become increasingly embedded across all facilities utilizing nuclear technology in Indonesia. [DIFRZR/DwiCahyadi/BHKK/SP/Translator: GP]
