Representatives from the National Research and Innovation Agency (BRIN), the Ministry of Health, the Ministry of Industry, the Ministry of Energy and Mineral Resources (ESDM), the Ministry of Environment, the Ministry of Finance, the Ministry of National Development Planning (Bappenas), and the Ministry of Law attended the meeting.

Mukhlisin, Director of DP2FRZR, stated that the utilization of nuclear energy in Indonesia continues to expand across the health, industrial, research, and energy sectors. While this utilization offers significant benefits to society, it also generates radioactive waste and spent nuclear fuel that must be managed safely, securely, and sustainably.

The draft Presidential Regulation on the National Policy and Strategy holds strategic importance; it will serve as a long-term national policy (2026–2045) ensuring effective coordination and collaboration among ministries and agencies while enabling the proposed programs to be implemented in a measurable and accountable manner.

Haendra Subekti, BAPETEN’s Deputy Chairman for Nuclear Safety Assessment, emphasized that the draft regulation has been included in the 2025 National Legislation Program (Prolegnas), making the finalization process crucial. One strategic issue raised was the case of shrimp export contamination, where the investigation process generated unplanned radioactive waste. This highlights the importance of addressing waste that falls "out of regulatory control" within the draft presidential regulation. Furthermore, the growing trend in nuclear energy utilization, including plans to construct nuclear energy facilities, underscores the urgency of drafting this Draft Presidential Regulation (RPerpres) as a strategic document extending to 2045.

Zainal Arifin, Deputy Chairman for Licensing and Inspection, emphasized the importance of inter-ministerial and inter-agency collaboration in handling contamination incidents. Necessary technical measures include mapping contamination sites, inspecting containers showing signs of radiation, monitoring public health, and implementing a unified public communication strategy to maintain national and international confidence. He also highlighted the need for cross-agency budgetary support, comprehensive inspections of metal smelting facilities, and preparedness to handle the discovery of contaminated containers outside of standard working hours.

With the finalization of the Draft Presidential Regulation’s main text and annexes, the draft, which outlines the National Strategy and Policy (Jakstranas), is now ready to be submitted to the Ministry of Law for the harmonization process. This regulation is expected to serve as a crucial foundation for the management of radioactive waste and spent nuclear fuel, while supporting national development focused on safety, security, and sustainability.
